The Ringlet is missing from the North West. The naked patch is completely centred upon Liverpool. There are ringlets everywhere else. Check out the State of Butterflies in UK. I wonder why. That's all.

An observation.

I believe the ringlet is one of those species that is slowly spreading as a result of global warming, but it obviously hasn't reached parts of the north-west yet. I met a fellow at Meathop Moss (Lancs/Cumbria border) back in July who was quite excited about having seen a ringlet somewhere nearby. He seemed a bit deflated when I told him that 80 miles away in Harrogate, I see them in my garden, often several at a time!
