Black, hairy guys - can you ID them?

Have never seen these in our garden before (Twickenham/Kew), but have a number of them climbing our front wall. Much hairier than the other pictures I've seen in the identification section .
Any ideas?

I think it's a Gypsy moth - a pest species, possibly notifiable to DEFRA? Does anyone know?
(As if England losing wasn't bad enough)

They can cause an allergic reaction if handled.
