I think it is a sawfly that has sadly lost its abdomen.

I know nothing about sawflies and so can't guess at a species. The closest I can find looking quickly online is the elm sawfly, but that seems to be an American insect.

I'd hazard a guess at a Birch Sawfly going by its antennae and some of the wing markings, on the other hand it is certainly a sore fly.

Poor fellow, can't see it living too long (if it was still alive?) certainly looks like a Birch Sawfly to me, one of the larger sawflies.
