Possible Hairstreak help needed

Sorry, no picture, but is it safe to assume that three smaller butterflies flying together at the top of a high oak tree (in the Straits Inclosure, Alice Holt, Hampshire) are likely to be Purple Hairstreak (they were way too small to be Purple Emperors)?
