What rarities have been recorded in Britain over the last few years, and is there an equivalent of the British Birds Rarities Committee that assess each occurrence and judge each on their merits; especially with wedding releases etc. Is there a rarities report produced to see what occurred when?

Not sure about the last two.

Monarch
Camberwell Beauty
Large Tortoiseshell
Long-tailed Blue
Bath White
Pale Clouded Yellow?
Scarce Swallowtail?

In the last five (2014-18) migration reviews in the Atropos Journal, the following rare migrants have been reported in UK during that period: -
Monarch
Queen of Spain Fritillary
Large Tortoiseshell
Scarce (Yellow-legged) Tortoiseshell
Camberwell Beauty
Long-tailed Blue
Geranium Broze
Scarce Swallowtail
Swallowtail (continental form)

I believe these are purely reports though, and your question regarding adjudication by a body similar the BBRC, who set a particularly high standard regarding proof of ID, is an interesting one that I hope someone on this forum can answer. The question could also apply to moths and dragonflies, also covered in the Journal's reviews.
