Great Orme Head - Plant?

Just going back over some photos I took a week or so ago at Great Orme Head in North Wales. Managed to get a few shots of the variation of Grayling which lives there, but my son also came across the flower in the lower photo below... There only seemed to be one such plant, but I have no idea what it was (taken on 14th July). I've never seen one before, so can anyone identify it and is it rare?

spiked speedwell? by no means definitive ID.

I agree with Chris.

Spiked Speedwell (Veronica spicata) looks most likely.

Thanks guys,
I have found a bit more info on line and it appears there is a northern variety of the Spiked Speedwell on Great Orme Head. A lovely little plant - very striking. :D
